Abia’s 10,000-BPD Modular Refinery: Otti Reaffirms Timeline as Developer Details Jobs, Revenue Impact
Governor Alex Otti restates commitment to the refinery at Abia Industrial & Innovation Park, while HSI Energies outlines phased build-out, 1,000 direct jobs per 10,000-BPD module, and projected IGR gains.

Abia State is developing a 10,000 barrels-per-day modular refinery within the Abia Industrial & Innovation Park (AIIP), Owaza, Ukwa West LGA. The project follows federal approval announced in March 2025 and is tied to enabling road works to the site.
Governor Alex Otti said his administration remains committed to delivering the refinery on schedule after receiving an update from HSI Energies management in Umuahia. The refinery is sited on AIIP’s approximately 2,000-hectare footprint envisioned as a gas-powered industrial ecosystem spanning energy, logistics, housing, petrochemicals and fertilizers.
HSI Energies’ Group CEO, Ugwumba Okezie Nwosu, told the Governor the project is progressing through equity and debt arrangements, will be built in phases, and targets expansion to 30,000 BPD subject to crude feedstock availability. He projected about 1,000 direct jobs per 10,000-BPD train and significant Internally Generated Revenue for the state when fully operational. He also indicated site access is aided by an ongoing 11.1-km Obehie–Umudobia–Owaza road project flagged off earlier this year.
If executed to plan, the refinery could localize petroleum product supply, stimulate ancillary industries at AIIP, and expand employment and tax receipts.
