
PENGASSAN Orders Immediate Cut-Off of Gas and Crude Supply to Dangote Refinery
LAGOS, NIGERIA – SEPTEMBER 27, 2025
The Petroleum and Natural Gas Senior Staff Association of Nigeria (PENGASSAN) has instructed its key branches to halt all gas and crude oil supplies to the Dangote Petroleum Refinery, escalating a dispute over the refinery’s alleged anti-union actions.
In a directive signed by General Secretary Comrade Lumumba Ighotemu Okugbawa and circulated to PENGASSAN branches at TotalEnergies, Seplat, Renaissance, Chevron, Oando, Shell Nigeria Gas, and the Nigerian Gas Infrastructure Company (NGIC), the union condemned the refinery’s reported dismissal of workers seeking to unionize.
PENGASSAN described the move as a violation of workers’ constitutional rights and accused Dangote management of spreading “misinformation and propaganda” instead of engaging in meaningful dialogue.
The letter ordered NGIC to cut gas supply to the refinery immediately, shut all crude-oil supply valves, and halt loading operations for any vessels bound for the facility. Branch chairmen were further instructed to promptly report on compliance with the directive.
